To Challenge Arlen Specter
US Senate
Rep Joe Hoeffel will be challenging Arlen Specter for the Senate this November. He plans to make several visits to Lancaster County during the year to get our support.
Hoeffel has been fighting for Pennsylvania’s families for over 25 years. First elected to Congress in 1998, he’s earned a reputation as a hardworking moderate legislator, a deficit hawk on the budget and a strong advocate of expanded healthcare coverage. Joe represents Pennsylvania’s 13th Congressional District, and is a member of the International Relations and Transportation and Infrastructure Committees.
A life-long resident of Pennsylvania, Joe, 53, first served four terms in the State House (1977 – 1984). In 1991, Joe was elected to the Montgomery County Board of Commissioners, where he served until his election to Congress in 1998.
Joe graduated from Boston University and Temple University School of Law. Married for 26 years, Joe’s wife, Francesca, is a registered nurse with a master’s degree in public health nursing. They have two children – Mary, 23, and Jake, 21.

LOIS HERR
Challenging Pitts For Congress
Pennsylvania 16th Congressional District www.loisherr.us
I am proud to announce my candidacy for Congress in Pennsylvania’s 16th Congressional District. My experience in business, government, and education provides a great base for tackling difficult issues and working with others to achieve a better society.
I pledge to represent the people in this district and will work to protect our civil rights, fund our educational system to assure quality education at all levels, enhance our senior citizens’ quality of life, protect our environment, and encourage the economic development of the District.
I see an opportunity for Democrats to have a voice in the 16th Congressional District. I encourage others to be involved in the political process, and I practice what I preach. By running for Congress I can raise issues Democrats here care about.
We need to rein in those who would solve problems by galloping off to war. We need to reassert ourselves as agents of peace and rebuild our international friendships.
I have the experience in business, government, and education to tackle difficult issues and work with others to achieve a better society:
26 years with the telephone business
A lifetime association with Elizabethtown College
And, now, leading the Lancaster County Planning Commission through the complexities of our transportation needs, economic growth, sprawl, livable communities, affordable housing, tourism
I have enjoyed living in New Jersey, New York, Illinois, and Washington, DC, but I treasure our part of Pennsylvania. That’s why I came home in 1990. That’s why I want to work for the people of the 16th Congressional District.

CHERYL DESMOND

Challenging Katie True
41st PA State House Race
On February 2, 2004, the County Democratic Convention nominated Cheryl Taylor Desmond for the 41st Pennsylvania House of Representatives seat, a district encompassing several townships west of Lancaster City. Desmond will challenge incumbent Katie True in the upcoming Fall 2004 general election.
Desmond was drafted by the party to bring to the 41st District a candidate who will listen to the needs of the people of the 41st and work actively and energetically on these needs in Harrisburg. A “can do” candidate, she will listen, learn, and more importantly “do.” She will not be a blind follower nor be captive to party politics.
Four major issues define her campaign: 1) quality of life for older citizens, with an emphasis on health care and prescription drug costs; 2) excellent and equitable education for all children in Pennsylvania at a reasonable cost with strong state support; 3) strong and responsive economic development within Lancaster County and in the state to provide high-end jobs for PA college graduates and prosperity for county families; and 4) responsible environmental protection that will work hand in hand with economic development to improve the quality of life indices for Lancaster County. She believes that for too long, Lancaster County has sent money and votes to Harrisburg and Washington without an equal and positive return to the people of Lancaster County.
A Pennsylvania native, Desmond is a graduate of Blue Mountain High School in Schuylkill County and received her bachelor’s degree from Muhlenberg College. After several years of K-12 teaching experience in urban schools, Desmond began her Ph.D. degree at Syracuse University while coordinating their urban teacher preparation program, and completed this degree in 1990. She has taught at Dartmouth College, Stevens State School of Technology, Dickinson College, and is currently Interim Associate Dean of the School of Education and a professor in the Department of Education Foundations at Millersville University. She is the mother of two children, both graduates of McCaskey High School. Since moving to Lancaster County in 1982, she has been active in many community organizations and served as President of the Lancaster County League of Women Voters in 1987. She spearheaded a citizens’ group for education in the School District of Lancaster in 1996 that focused on increasing student achievement and on financial accountability and has been a volunteer in the local schools since 1987.
